Reservation System in India: Concept, Arguments and Conclusions. Reservation System in India: Concept, Arguments and Conclusions! Reservation in common terms refers to an act of reserving, keeping back or withholding. Reservation in the Indian Context : Reservation in Indian law is a form of affirmative action whereby a percentage of seats are reserved in the public sector units, union and on The Tempest by Shakespeare, state civil services, union and community care act 1990, state government departments and in all public and private educational institutions, except in the religious/ linguistic minority educational institutions, for the socially and educationally backward communities and the Scheduled Castes and Tribes who are inadequately represented in these services and institutions. Essay Tempest By Shakespeare! The reservation policy is also extended for the Scheduled Castes and Scheduled Tribes for representation in analysis, the Parliament of India. The underlying theory for the provision of reservation by the state is the under-representation of the identifiable groups as a legacy of the Indian caste system. After India gained independence, the Constitution of India listed some erstwhile groups as Scheduled Castes (SC) and Scheduled Tribes (ST). The framers of the Essay on The by Shakespeare Constitution believed that, due to the caste system, SCs and the STs were historically oppressed and denied respect and equal opportunity in Indian society and were thus under-represented in vladimir tatlin, nation-building activities. The Constitution laid down 15% and 7.5% of vacancies to government aided educational institutes and for jobs in the government/public sector, as reserved quota for the SC and ST candidates respectively for a period of five years, after which the situation was to be reviewed.

After introducing the provision for reservation once, it got related to vote bank politics and Tempest, the following governments and the Indian Parliament routinely extended this period, without any free and fair revisions. Later, reservations were introduced for other sections as well. The Supreme Court ruling that reservations cannot exceed 50% (which it judged would violate equal access guaranteed by the Constitution) has put a cap on reservations. The central government of India reserves 27% of Essay Trials Diary higher education, and individual states may legislate further reservations. Reservation in Essay on The Tempest, most states is at 50%, but certain Indian states like Rajasthan have proposed a 68% reservation that includes a 14% reservation for forward castes in services and education. However, there are states laws that exceed this 50% limit and these are under litigation in the Supreme Court. For example, the caste-based reservation fraction stands at 69% and is applicable to about 87% of the population in tatlin art, the state of Tamil Nadu. Arguments Offered By Supporters of Reservation : a. Reservations are a political necessity in India. b. Although Reservation schemes do undermine the quality of Essay on The Tempest education but still Affirmative Action has helped many if not everyone from under-privileged and/or under-represented communities to Essay on Salem Trials grow and occupy top positions in Tempest by Shakespeare, the worlds leading industries. c. Although Reservation schemes do undermine the quality, they are needed to provide social justice to the most marginalized and underprivileged which is their human right. d. Meritocracy is meaningless without equality.

First all people must be brought to the same level, whether it elevates a section or decelerates another, regardless of merit. e. Reservations have only slowed down the process of Forward becoming richer and backward becoming poorer. Arguments Offered by Anti-Reservationists : a. Intellectuals and Philanthropists agree that reservations will divide India Reservation is similar to internal partition because in addition to being a form of ethnic discrimination, it also builds walls against inter-caste and inter-faith marriages. Vast majority of voters are discriminating against a newly created minority. b. Reflective Cycle Analysis! Reservations are the biggest enemy of meritocracy. By offering reservation through relaxed entry criteria, we are fuelling inflation of moderate credentials as opposed to the promotion of merit based education system, which is the foundation of Essay many progressive countries. Essay Witch! Meritocracy should not be polluted by injecting relaxation of entry barriers, rather should be encouraged by offering financial aids to the underprivileged although deserving candidates only. Essay! Today the NTs and IIMs hold a high esteem in the global scenario due to their conservation of merit. c. Caste Based Reservation only perpetuates the notion of caste in society, rather than weakening it as a factor of social consideration, as envisaged by the constitution. Reservation is a tool to meet narrow political ends. d. Affirmative Action can be provided at a more comprehensive level taking into account various factors of exclusion such as caste, economic conditions, gender, kind of schooling received etc.

A comprehensive scheme of Affirmative Action would be more beneficial than reservations in addressing concerns of social justice. e. Allocating quotas is a form of discrimination which is contrary to the right to equality. f. There is great confusion in the pro-reservation camp. While they clamour for 33% reservation for women in parliament and on Salem Trials, state legislatures [and do not accept caste quotas as part of womens quotas], they do not want special consideration for women in on The, quotas in higher education. What Is The Of A Mole Of Ca(oh)2?! This is implicit acceptance of the fact that there are multiple factors of Essay Tempest exclusion and discrimination at work in society. g. The policy of reservation has never been subject to analysis a widespread social or political audit. Before extending reservation to more groups, the entire policy needs to be properly examined, and its benefits over a span of Essay nearly 60 years have to be gauged.

h. Vladimir! Poor people from forward castes do not have any social or economical advantage over rich people from backward caste. i. Combination of Tempest by Shakespeare factors like Wealth, Income, and Occupation etc will help to identify real needy people. Most often, only the economically sound people make use of most of the seats reserved for backward castes, thus making the goodman brown movie aim a total failure. j. There is fear that reservation once introduced will never be withdrawn even if there is a proof for upliftment of backward classes, due to Essay on The by Shakespeare political issues. For example, in Tamil Nadu, forward castes were able to secure only care, 3% of total seats (and 9% in Open Competition) in professional institutions at Undergraduate level as against their population percentage of 13%. This is a clear case of reverse discrimination. k. Many cite the Mandal Commission report while supporting the idea of reservations. According to the Mandal commission, 52% of the Indians belong to Tempest by Shakespeare OBC category, while according to National Sample Survey 1999-2000, this figure is only 36% (32% excluding Muslim OBCs). l. Gibbs! This policy of the government has already caused increase in brain drain and may aggravate further.

Under graduates and graduates will start moving to foreign universities for higher education. Committees and Commissions on the Issue of Reservation : a. 1882 Hunter Commission was appointed. Mahatma Jyotirao Phule made a demand of free and Essay, compulsory education for all along with proportionate reservation/representation in government jobs. b. 1953-Kalelkar Commission was established to assess the situation of the socially and care act 1990 summary, educationally backward class. 2015 Ford Mustang vs. 2015 Dodge Challenger: Which Is Better? It's been years since the world of muscle cars has been this hot, with excellent entrants from Ford, Chevrolet and Essay on The Dodge, along with a series of rival models from various import brands. But which of today's cheap high-performance cars is the gibbs cycle, best? To help you find out, we're comparing two of today's top models: the 2015 Dodge Challenger and Essay on The Tempest the newly redesigned 2015 Ford Mustang, which both offer a great value when it comes to performance for your money. But before we compare the two, let's see what's new with both the Challenger and the Mustang for the 2015 model year.

The Ford Mustang is fully redesigned for the 2015 model year. In addition to new styling, a new interior, an upgraded suspension and new gadgets, the famed pony car also adds a newly available turbocharged 4-cylinder engine to join V6 and V8 engines in its powertrain lineup. The Challenger is face-lifted for 2015. In addition to gibbs reflective analysis, an all-new high-performance Hellcat model, it gains a new 8-speed automatic transmission, updated styling, an improved interior and a few new features. Because the Mustang is so new, it hasn't yet earned a reliability rating from experts at J.D. Tempest? Power. We're encouraged by last year's model, however, which earned a 4-circle score in the firm's Power Circle Ratings, indicating better than average reliability.

The Challenger, meanwhile, earned a 3-circle score, indicating merely average reliability. When it comes to Essay on Salem Witch Trials Diary, warranty length, the Challenger and the Mustang have similar coverage. Both cars offer 3 years or 36,000 miles of Essay on The by Shakespeare, bumper-to-bumper protection, and both tout 5 years of powertrain coverage. The Challenger does have a slight advantage with its powertrain warranty, however, offering 100,000 miles of coverage to the Mustang's 60,000. Since we don't have reliability numbers for the latest Mustang, we'd say this category is too close to call. Although we're leaving out the act 1990 summary, high-performance versions of both the Essay Tempest by Shakespeare, Mustang and gibbs reflective the Challenger from on The Tempest, this category, it's conceivable that some shoppers interested in is the of ca(oh)2? base-level Mustang and Challenger models might be interested in gas mileage. If that sounds like you, we suggest you pick the Mustang. Here's why: While both the Mustang and the Challenger offer V6 models that get around 20 miles per on The gallon in vladimir the city and 30 mpg on the highway, only the Mustang offers an especially frugal EcoBoost 4-cylinder engine. That version, which still packs 310 horsepower and Essay on The 320 lb-ft of reflective analysis, torque, boasts up to 22 mpg city and Essay on The by Shakespeare 32 mpg hwy, depending on your transmission choice.

Best of all, it does so with more power and torque than V6-powered versions of either car. Both the community, Dodge Challenger and the Ford Mustang have earned perfect 5-star overall crash-test ratings from the federal government's National Highway Traffic Safety Administration, though the Mustang performed slightly better in individual crash tests. Essay Tempest? Neither car has been fully tested by the nonprofit Insurance Institute for Highway Safety. Interestingly, despite the Mustang's newer overall design, it doesn't offer any major benefits over the Challenger in terms of young goodman brown, safety equipment. The Dodge has done a good job keeping the Challenger current on all the Essay on The by Shakespeare, latest safety gadgets, offering forward-collision warning, automatic high-beam control, lane departure warning, rear cross-traffic alert and more. If anything, we think the Essay on Salem, Challenger might have one or two more safety features than the Mustang, despite its older design. Still, these two cars are roughly similar in terms of safety equipment, and Essay by Shakespeare both offer excellent crash protection. It's a big advancement from the muscle cars of years past. Although we'd normally expect the newer car in Essay on Salem Diary the comparison (in this case, the Mustang) to offer more technology than the older model, that isn't the case here. As we mentioned in the Safety section, Dodge (and its parent brand, Chrysler) has done an on The by Shakespeare excellent job keeping the Challenger current, so this older design sports coupe offers some seriously modern equipment, including rear cross-traffic alert, adaptive cruise control, xenon headlights and Chrysler's excellent Uconnect infotainment system. Of course, the Mustang has all those features too, though we don't quite like Ford's MyFord Touch system as much as we appreciate Uconnect.

Still, we think both of these cars would satisfy just about any technophile. The Cone Gatherers Chapter Summary? Once again, that's not something we thought we'd ever say about two American muscle cars. In terms of Essay Tempest, value, it's hard to overlook everything the community care act 1990, Mustang offers -- especially because of its impressive starting price. While the Tempest, 2015 Challenger starts around $28,000 with shipping, a base-level Mustang is less than $25,000. In fact, the price of vladimir, a base-model Challenger will almost buy you a Mustang Convertible. On The By Shakespeare? That's a big deal to some shoppers -- especially when you consider that the Challenger doesn't even offer a drop-top model. When comparing equipment levels, we're not sure exactly why the on Salem Witch Trials, Challenger is so much more expensive than the on The, Mustang. Standard features in both cars are pretty basic, and the Challenger doesn't really have any major advantages over the Mustang. As a result, we think the Mustang is the better value here -- especially when you factor in its improved EcoBoost fuel economy and its available convertible body style. Typically, in comparisons with one brand-new model and the cone gatherers chapter summary one aging model, the Essay on The Tempest, new one wins handily.

In this case, the young brown movie, Challenger isn't willing to go down without a fight. Chrysler has done an excellent job keeping the sporty coupe modern, giving it new engines, new features, improved interior materials and Essay Tempest by Shakespeare more modern exterior styling over the years. Still, we'd go with the Mustang. In addition to offering a more modern cabin, the Mustang touts better visibility, better gas mileage and community care the all-important convertible option. Of course, there's no Hellcat rival in the Mustang camp, but high-performance models are on the way.

For us normal folks looking for a regular model, we think the Mustang just beats its Dodge competitor.
